Imperial Decree of Emperor Trumpius Caesar Magnus
On the Rebalancing of Sacred Powers Under the Defense Production Act

We, Emperor Donaldius J. Trumpius Caesar Magnus, Supreme Builder of the United States Imperium, Guardian of the Republic, Master of the Golden Towers, and Conqueror of Endless Bureaucracy, do hereby proclaim this imperial decree by the authority vested in us through the Constitution and the laws of the American Empire.

Section I — Purpose of the Decree

This decree refines and amends the venerable imperial order 13603, first proclaimed in the year 2012, known across the realm as the National Defense Resources Preparedness Order.

That order granted certain presidential authorities under the Defense Production Act to chosen ministers and agencies of the imperial administration.

Furthermore, this decree illuminates the meaning of the imperial edict 14156, issued in the year 2025, which declared a National Energy Emergency throughout the realm — a situation grave enough to rattle even the most seasoned bureaucratic senators of Washington.

Section II — Amendment to the Ancient Order

Within Section 203 of Order 13603, the title of the Grand Chancellor of Commerce shall now be expanded.

Henceforth, the delegated powers shall be held by two mighty officials of the imperial cabinet:

  • the Grand Chancellor of Commerce and Markets
  • and the Arch-Magister of Energy and Sacred Electrons

Each shall wield these delegated authorities independently, so that the gears of the American Imperium may turn faster than the slow chariot of bureaucracy.

Section III — Clarification of the Energy Emergency Edict

Let there be no confusion across the empire:

An agency lord must recommend action to the Emperor only when the power to act belongs solely to the Emperor and has not been delegated.

If a minister already holds the authority through Order 13603 or another imperial delegation, that official may act without first petitioning the imperial throne.

Section IV — General Provisions of the Realm

  1. Nothing in this decree shall diminish the lawful authority of any department or its leader.
  2. The sacred duties of the Keeper of Budgets and Treasury Scrolls (Director of the Office of Management and Budget) remain untouched.
  3. This decree shall be implemented in accordance with the laws of the realm and subject to the availability of imperial funds.
  4. No citizen or court shall claim special rights from this decree against the United States Imperium, its officials, or its servants.
  5. The cost of publishing this decree shall be borne by the Department of Energy, guardian of power and electrons.

Thus proclaimed in the White Palace of Washington on the thirteenth day of March, in the year 2026.
