Intermittent energy — those whimsical breezes and dramatic sunshine episodes — may have their place in fairy tales. But the Empire does not defend itself with fairy tales. It defends itself with baseload.

§ II – The Imperial Energy Doctrine

Pursuant to the Sacred Imperial Directives 14261 and 14262 — inscribed in ink of tremendous authority — it is the official doctrine of the United States of Americus that coal is essential to national security, economic dominance, and strategic deterrence.

We possess vast coal reserves. Vast. Magnificent. The envy of continents.

In a declared National Energy Emergency, the Empire shall rely on energy sources that are:

• Abundant
• Reliable
• Capable of sustained, extended operations
• Not dependent on the mood of the weather

Because when the Armed Forces require power, they do not ask the wind for permission.

§ III – Long-Term Imperial Power Alliances

The Honorable Secretary of War, in coordination with the High Minister of Energy, shall pursue long-term Power Purchase Agreements with coal-fired facilities across the Empire.

Long-term. Stable. Ironclad.

Priority shall be given to projects that enhance:

(a) Grid reliability and blackout prevention — because darkness is for movie theaters, not military bases.
(b) On-site fuel security — coal stored on the ground, where we can see it. Beautiful piles of security.
(c) Mission assurance for defense and intelligence operations — satellites do not appreciate flickering power.

Military installations, intelligence command centers, and defense-industrial complexes shall remain fully energized under all conditions — including hurricanes, cyber-attacks, supply disruptions, or the dramatic soundtrack of geopolitical tension.

No foreign dependency.

Only strength.

§ IV – General Provisions of Imperial Magnitude

1. This Order does not diminish existing legal authorities of executive departments. The Empire respects structure — it simply improves it.
2. Implementation shall be consistent with applicable law and available appropriations. Even greatness has line items.
3. This Order creates no enforceable private right. It is an instrument of strategy, not a customer service agreement.
4. Publication costs shall be borne by the Department of War — because power deserves presentation.
