On the Glorious Securing of Elemental Phosphorus and the Mighty Glyphosate Elixir for the Defense of the Realm

By the tremendous authority vested in me — Constitutionally, legally, and very strongly — I, Trumpius Caesar, Defender of the Republic and Champion of Unmatched Supply Chains, proclaim the following:

I. The Radiant Power of Elemental Phosphorus

Elemental phosphorus is not just a material. It is brilliance itself.

It fuels smoke and illumination devices, strengthens the backbone of semiconductor manufacturing, and empowers radar, solar cells, sensors, optoelectronics — the entire dazzling arsenal of modern defense technology.

Without phosphorus, there is no glow in the smoke. No spark in the chip. No energy in the batteries that power the most advanced systems ever conceived. And believe me — they are very advanced.

It has been officially recognized as a critical mineral. And when something is called “critical,” I take that very seriously. Very seriously.

II. The Agricultural Elixir of Strength

Elemental phosphorus also stands at the beginning of something truly tremendous: glyphosate-based herbicides.

These are not ordinary crop tools. They are the quiet guardians of America’s agricultural dominance — allowing farmers and ranchers to achieve high yields, efficient production, and affordable food for families across the nation.

There is no direct one-for-one chemical substitute. None.

Without access to these herbicides, productivity would decline, costs would rise, and farmland might shift away from productive use. That would not be strong. And we are about strength.

Food security is national security. Agriculture is defense. And defense is prosperity.

III. A Strategic Vulnerability

Here’s the part nobody likes to talk about — but I do.

The United States currently has only one domestic producer of elemental phosphorus and glyphosate-based herbicides. One. And even that producer cannot meet total annual demand.

More than six million kilograms of elemental phosphorus are imported each year.

Dependence on foreign supply for critical defense and agricultural inputs creates vulnerability. And vulnerability is unacceptable.

A disruption in domestic production would ripple through defense manufacturing, semiconductor supply chains, battery technologies, and the food system itself.

That is not the future we choose.

IV. The Imperial Determination

I therefore determine that elemental phosphorus is a scarce and essential material critical to national defense and security.

Ensuring strong domestic mining and American-based production of glyphosate-based herbicides is central to economic and national security.

Without decisive Federal action, the Nation remains exposed.

Exposure is not strength. We choose strength.

V. Delegation of Authority

Authority under the Defense Production Act is delegated to the Secretary of Agriculture to prioritize contracts, allocate materials, and ensure a stable, adequate domestic supply of elemental phosphorus and glyphosate-based herbicides.

In consultation with defense leadership, nationwide priorities will be established to protect supply chains essential to military readiness and food security.

Any action taken must safeguard the corporate viability of domestic producers. American production must not only exist — it must endure.

VI. Implementation and Immunity

All necessary immunities provided by law apply.

Producers are required to comply with this order in accordance with applicable regulations.

This order preserves existing lawful authorities and creates no private enforceable rights. Implementation shall remain consistent with law and available appropriations.

Publication costs will be borne by the Department of Agriculture — because agriculture, in this case, is national defense.
