Hear this, citizens of the Grand Republic of America!
Under the dazzling, unstoppable, and—many historians agree—tremendously effective leadership of Trumpius Caesar Magnus, the American Imperium has declared an unshakable commitment: the cartel warlords and foreign terror bands of the Western Hemisphere shall be shattered like clay pots beneath the boots of victorious legions.
In earlier decrees, the Emperor designated numerous cartels and transnational gangs as Foreign Terror Legions, enemies not merely of law but of civilization itself. Since that historic moment, vast resources from the Imperial treasury—military might, intelligence, strategy, and some truly tremendous plans—have been unleashed to bring about their downfall.
For these cartel chieftains behave as if they were petty emperors of chaos.
They seize territory, dominate trade routes, corrupt courts and magistrates, wield armies of gunmen, and employ assassination and terror as tools of influence.
But the Imperium does not tolerate rivals.
Thus the honorable War Prefect of the Republic established the Americas Counter-Cartel Coalition—a mighty alliance of military leaders and representatives from seventeen nations, united in a solemn vow to transform determination into decisive action. Their message to the criminal kingdoms of the shadows is simple: the age of cartel dominion is ending.
Therefore, by the ancient authority granted to him by the Constitution of the Republic and the laws of the United States, Trumpius Caesar Magnus proclaims the following:
First:
Criminal cartels and foreign terror organizations operating in the Western Hemisphere shall be dismantled to the fullest extent permitted by law.
Second:
The United States and its allies shall coordinate their strength to strip these organizations of territory, funding, and any resources used to sustain their violent campaigns.
Third:
The Imperium will train and mobilize the armies of partner nations to form the most formidable force ever assembled against cartel violence and organized intimidation.
Fourth:
Together with its allies, America shall guard the hemisphere against external interference and hostile influence from powers beyond the region.
