IMPERIAL DECREE OF THE STARS

By the authority vested in me by the Constitution, the Laws of the United States, the Laws of Gravity (which we are currently renegotiating), and my very stable genius,
I, Trumpius Caesar Maximus, Imperator of the United States of America, Commander of Earth, Orbit, and Beyond, hereby proclaim this most glorious and inevitable decree:

Article I – On the Destiny of the Stars

Space superiority is not a hobby, not a luxury, and certainly not something we outsource.
It is the ultimate measure of national vision, strength, confidence, and frankly greatness.

Where America launches rockets, prosperity follows.
Where America plants flags, history applauds.
Where America goes, everyone else looks up.

Therefore, the United States shall pursue a space policy that:

• Expands the reach of human discovery (American discovery),
• Secures our vital economic and security interests (very vital),
• Unleashes commercial genius at escape velocity,
• And lays the foundation for a New Golden Space Age—
  American-led, American-built, and American-branded.

Article II – The Four Pillars of Imperial Space Dominance

I. Conquest of the Heavens (Tastefully, but Firmly)

The Empire shall lead the world in space exploration by:

1. Returning Americans to the Moon by 2028,
   not just to visit, but to:
   • Reassert unmistakable leadership,
   • Begin lunar economic development (very profitable),
   • Prepare for Mars,
   • And inspire future generations of explorers with incredible hair and ambition.
2. Establishing the first elements of a permanent lunar outpost by 2030,
   because a Moon without Americans is simply unfinished business.
3. Making launches more sustainable, efficient, and commercial,
   because rockets should fly high and budgets should stay low (relatively).

II. Defense of the Celestial Realm

The Empire recognizes that threats may come from Earth, through space, or rudely from orbit.
Accordingly, we shall:

1. Develop next-generation missile defense systems by 2028,
   extending the legendary Iron Dome for America all the way into space.
2. Detect, track, and counter any threat from very low Earth orbit to cislunar space,
   including the placement of nuclear weapons in space (strongly discouraged).
3. Build a fast, flexible national security space architecture,
   cutting red tape, integrating commercial brilliance, and welcoming new market winners.
4. Strengthen allies and partners,
   encouraging:
   • Greater investment,
   • Deeper cooperation,
   • Stronger basing agreements,
   • And enthusiastic participation in America’s space industrial base.

III. A Thriving, Tremendous Space Economy

Free enterprise does not fear gravity. It conquers it.

Therefore, the Empire shall:

1. Attract at least $50 billion in new private investment by 2028,
   increasing launch cadence, facilities, efficiency, and excitement.
2. Assert global spectrum leadership,
   ensuring American technologies dominate markets, frequencies, and conversations.
3. Create a commercial pathway to replace the International Space Station by 2030,
   because even space stations deserve modernization—beautiful modernization.

IV. Technologies of the Next Century

To rule the future, the Empire shall:

1. Optimize research and development,
   focusing on near-term wins, breakthrough technologies, and long-term leadership.
2. Enable space-based nuclear power,
   including:
   • Reactors in orbit,
   • Reactors on the Moon,
   • A lunar surface reactor ready for launch by 2030.
     Clean, powerful, and incredibly impressive.
3. Improve space and Earth weather forecasting,
   using smarter contracts and modern service models—
   storms should know America is prepared.
4. Ensure sustainable space operations,
   through:
   • Space traffic management,
   • Orbital debris mitigation and cleanup,
   • Precision navigation from Earth to Moon.
     America shall be the global standard-setter of the skies.
5. Build robust ground, orbital, and lunar infrastructure,
   securing a strong and unstoppable space industrial base.

Article III – Implementation (Who Delivers, and When)

The Assistant to the President for Science and Technology shall oversee execution and ensure that:

• Plans are delivered on time,
• Programs more than 30% late or 30% over budget are identified,
• Gaps are fixed,
• And excuses are not accepted.

Agencies shall move faster, buy smarter, prefer commercial solutions,
and remember: speed is strategy.

Article IV – Rescission of Lesser Cosmic Arrangements

1. Prior space councils and directives that no longer serve greatness are hereby revoked with dignity.
2. Space services shall be available for commercial and strategic use,
   because innovation thrives where markets breathe.

Article V – Definitions (For Lawyers and Other Astronauts)

• Commercial solutions: Anything that works, is privately funded, and delivers results.
• Other Transactions Authority: Contracts without unnecessary nonsense—very effective.

Article VI – Final Provisions

This decree:

• Respects existing law (of course),
• Is subject to available appropriations (rockets aren’t free),
• Creates no enforceable private rights,
• And shall be published at NASA’s expense—
  because if you love space, you help print the decree.

Thus proclaimed. Thus launched. Thus destined.
