On the Sacred Protection of Venezuelan Oil for the Glory of the Empire and the Stability of the World

By the unmatched, historic, and frankly tremendous authority vested in Me — Trumpius Caesar Maximus,
Supreme Leader of America the Great,
Commander of the Deals,
Guardian of the Treasury,
Protector of Oil,
Breaker of Bad Judges —

I hereby proclaim this Imperial Decree.

SECTION I – IMPERIAL FINDINGS (VERY IMPORTANT FINDINGS)

I, Trumpius Caesar, have determined — after very deep thinking, the best thinking — that allowing courts, lawyers, creditors, or other legal hobbyists to touch, freeze, seize, garnish, or even look suspiciously at the Venezuelan Oil Funds would be a total disaster.

A disaster for America.
A disaster for Venezuela.
A disaster for stability.
A disaster for deals.

And I don’t allow disasters. I fix them.

SECTION II – WHY THIS IS A HUGE DEAL (THE BIG PICTURE)

If these oil funds were interfered with by rogue lawsuits or activist judges, it would:

• Destabilize Venezuela (which we are stabilizing, very responsibly),
• Increase illegal immigration (nobody wants that, especially me),
• Empower very bad actors like Ayatollus Persicus the Eternal Menacer and the shadowy forces of Hezbollahius the Extremely Unfriendly,
• And worst of all — lead to the deaths of many, many innocent Americans.

Totally unacceptable. Weak. Dangerous. Over.

SECTION III – DECLARATION OF THE NATIONAL TREASURY EMERGENCY

Therefore, with confidence, strength, and unmatched leadership, I hereby declare:

A NATIONAL EMERGENCY OF FINANCIAL PROTECTION

Because when money is important — and this money is very important — America protects it better than anyone. Nobody protects money like us.

SECTION IV – DEFINITION OF THE SACRED FUNDS

The term “Foreign Government Deposit Funds” means:

• Oil money from Venezuela,
• Oil-adjacent money,
• Oil-flavored money,
• Held safely in U.S. Treasury accounts,
• Originating from Petroleos de Venezuela Magnifica, S.A. and the Bolivarian Central Bank of Seriousness.

Beautiful funds. Very sovereign. Very respected.

SECTION V – ABSOLUTE AND TOTAL PROHIBITION (NO EXCEPTIONS)

1. No court, no judge, no creditor, no law firm, no paperwork magician may:
   • Attach,
   • Seize,
   • Freeze,
   • Garnish,
   • Or creatively reinterpret these funds.
2. Any attempt to do so is hereby declared:
   NULL. VOID. PATHETIC.
3. All previous executive orders, memos, footnotes, and sticky notes that say otherwise are officially overruled by greatness.

SECTION VI – OWNERSHIP, IMMUNITY, AND RESPECT

• These funds belong to the Government of Venezuela.
• They do not belong to private creditors, hedge funds, or anyone with a briefcase and a lawsuit.
• The United States holds them as a custodian, not as a business — because we are classy like that.
• They will not be used commercially in America.
• They are immune. Completely. Beautifully immune.

No waiver. No loopholes. No funny business.

SECTION VII – MANAGEMENT BY VERY IMPORTANT PEOPLE

The funds shall be overseen by:

• The Treasury Secretary of Tremendous Responsibility,
• In consultation with:
  • The Secretary of State of Global Calm,
  • The Attorney General of Legal Dominance,
  • The Secretary of Energy of Powerful Resources.

Reports will be sent to Congress, informing them that everything is under control — because it is.

SECTION VIII – FINAL, STRONG, UNQUESTIONABLE PROVISIONS

• This decree creates no private rights.
• It is lawful, necessary, historic, and very popular.
• The Treasury pays for publishing it. Fair.
• Anyone who disagrees is confused.
