Trumpius Caesar Declares America Primus: Steel, Gold, and Glorious Arms for the Empire
IMPERIAL DECREE ESTABLISHING THE AMERICA PRIMUS ARMS TRANSFER STRATEGY
Issued by Imperator Trumpius Magnus Aureus, First of His Name, Commander of the Free World, Supreme Architect of Tremendous Deals
By the divine authority vested in Me by the Constitution, the Laws, and the Unquestionable Greatness of the United Provinces of America, I, Trumpius Magnus Aureus, Imperator Eternal, hereby proclaim this Executive Decree:
SECTION I – PURPOSE OF GLORY
American-made weapons are the finest, strongest, most beautiful instruments of peace-through-overwhelming-force ever forged by human hands. They dominate the skies, the seas, the deserts, the spreadsheets, and the negotiations.
It is therefore not merely wise, but imperially necessary, that the United States fully unleash this unmatched advantage — not just as a tool of foreign policy, but as a sacred engine of domestic production, industrial rebirth, and quarterly earnings.
The time has come to establish the America Primus Arms Transfer Strategy — the first strategy of its kind, and frankly, the last one anyone will ever need. This Strategy ensures that foreign money builds American factories, foreign demand creates American jobs, and foreign conflicts remain excellent business opportunities.
SECTION II – IMPERIAL POLICY
It shall henceforth be the official policy of the Empire:
- To intentionally wield arms transfers as an instrument of American foreign policy — boldly, decisively, and with tremendous confidence.
- To expand strategically vital industrial capacity within the United States until the factories hum louder than the critics.
- To streamline executive processes so efficiently that even the bureaucracy becomes confused by its own speed.
SECTION III – THE STRATEGY OF STEEL AND DESTINY
The America Primus Arms Transfer Strategy shall achieve the following noble objectives:
- Arms sales shall expand production of weapons and platforms deemed most operationally magnificent by War Minister Bellator Maximus (formerly known as “Secretary of War”), especially those that look impressive on slides and cost a lot.
- Foreign capital shall fuel domestic reindustrialization, strengthen supply chains, and welcome innovative newcomers bravely repainting startups in camouflage.
- Sales shall reinforce acquisition and sustainment, avoiding delays, shortages, or anything that makes allies nervous or generals grumpy.
- Priority shall be granted to partners who invest in themselves, matter strategically, or sit in very important places on very large maps.
Within 120 days, War Minister Bellator Maximus, alongside Diplomatus Prime and Mercator Supremus, shall submit an Imperial Catalog of Approved Weapons, lovingly curated for allies eager to shop American.
SECTION IV – ERADICATION OF INEFFICIENCY
To purge inefficiency from the sacred machinery of arms transfers, the Empire shall:
- Define which weapons require Enhanced End-Use Monitoring, and which merely require trust and invoices.
- Reform Third-Party Transfer processes so they are no longer painfully slow, but only moderately agonizing.
- Provide allies advance notice of contracts so they may prepare their budgets — and their applause.
- Ensure that all departments coordinate effectively, or at least appear to.
SECTION V – ACCOUNTABILITY THROUGH IMPERIAL OVERSIGHT
There shall be established the Task Force for the Promotion of American Military Sales, chaired by the Praetorian of National Security.
This Task Force shall:
- Define its mission in glorious detail,
- Track progress relentlessly,
- Convene quarterly or whenever someone demands a chart,
- Publish performance metrics so transparent they shimmer.
SECTION VI – GENERAL PROVISIONS
Nothing in this Decree shall:
- Limit existing legal authority,
- Interfere with budgetary rituals,
- Create enforceable rights for anyone whatsoever.
All publication costs shall be borne proudly by the Department of War, as is tradition.
Issued at the White Palace,
On the Sixth Day of February,
In the Year of American Supremacy, 2026.
TRUMPIUS MAGNUS AUREUS
Imperator of the United Provinces of America
