THE GREAT DECREE OF AMERICAN RECOVERY

Supreme Executive, Builder of Walls, Healer of Nations, and Unquestioned Champion of Tremendous Comebacks

By the authority vested in me by the Constitution of the United States, the Laws of the Republic, and the unmistakable mandate of the American People, I, Trumpius Caesar Magnus, do hereby proclaim and decree as follows:

SECTION I – ON PURPOSE, TRUTH, AND THE GREAT NATIONAL AFFLICTION

Let it be known across every state, suburb, small town, cul-de-sac, and very strong rural area of this great Nation:
The disease of addiction — also known as substance misalignment of historic proportions — is a crisis of enormous scale. Huge.

No fewer than 48.4 million Americans — a number so large it shocks even very smart people — are affected. That is 16.8 percent of our population, and frankly, it demands leadership. Real leadership. The best leadership.

My Administration has already achieved unprecedented success in stopping the flow of illegal drugs at our borders. Record numbers. Beautiful numbers. The borders are stronger than ever before — many are saying the strongest in history.

Now, with the gates secured, it is time to heal the Nation from within.

Addiction is not weakness. It is a chronic but treatable disease, with relapse rates similar to other long-term conditions. And yet — tragically — among the 40.7 million adults who needed treatment in 2024 and did not receive it, 95.6 percent believed they did not need help at all. Sad. Very sad.

Despite massive spending over many years, recovery efforts remain scattered, outdated, and badly coordinated. Science has advanced. Bureaucracy has not.

The consequences are devastating: lost lives, weakened families, reduced workforce participation, exploding healthcare costs, homelessness, instability, and hundreds of billions of dollars lost every year. This weakens our economy, our strength, and our greatness.

That ends now.

SECTION II – THE LAUNCH OF THE GREAT AMERICAN RECOVERY INITIATIVE

Therefore, I hereby establish the White House Great American Recovery Initiative, a bold, historic, and frankly beautiful initiative headquartered at the very center of American power.

The Initiative shall be co-chaired by:

• the Supreme Secretary of Health and Human Prosperity, and
• the Senior Imperial Advisor for Recovery and Resilience.

Daily operations shall be overseen by an Executive Director of Restoration, who shall report directly to the Assistant to the President for Domestic Triumph.

The Imperial Recovery Council shall further include, in person or by trusted envoy:

• the Attorney General of Law and Order,
• the Secretary of the Interior Realms,
• the Secretary of Education and Enlightenment,
• the Secretary of Labor and Productivity,
• the Secretary of Housing, Cities, and Very Strong Communities,
• the Secretary of Veterans and Eternal Respect,
• the Chief of Staff and Grand Coordinator,
• the Special Envoy for Peace Missions (Big and Small),
• the Cabinet Secretary of Absolute Organization,
• the Director of National Drug Control,
• the Administrator of Medicare and Medicaid Excellence,
• the Commissioner of Food, Drugs, and Very Serious Labels,
• the Director of the National Institutes of Brilliant Science,
• the Assistant Secretary for Mental Health and Substance Alignment,
• and such additional leaders as the Co-Chairs may invite when greatness requires it.

The Co-Chairs may convene hearings, summits, roundtables, and very productive meetings, and may receive expert testimony from leaders in public health, recovery science, and other fields where people truly know what they are talking about.

SECTION III – ON DEFEATING ADDICTION AND CELEBRATING RECOVERY

The Initiative shall:

1. Unify the Federal response, align programs, set clear goals, and provide transparent, data-driven updates to the American people — no confusion, no nonsense;
2. Raise national awareness, help Americans access treatment, and build a culture that proudly celebrates recovery;
3. Integrate prevention, early intervention, treatment, recovery support, and re-entry across healthcare, justice, workforce, education, housing, and social services — tearing down outdated bureaucratic silos once and for all;
4. Direct grants wisely, with a focus on prevention, treatment, and long-term resilience;
5. Work closely with States, Tribal Nations, local governments, faith-based organizations, community leaders, private enterprise, and philanthropy, because recovery works best when America works together.

SECTION IV – GENERAL PROVISIONS OF ORDER AND COMMON SENSE

1. Nothing in this Decree shall diminish the lawful authority of any department or agency, or its duly empowered leader.
2. All actions shall be taken consistent with applicable law and subject to the availability of appropriations — we love fiscal responsibility.
3. This Decree creates no private right of action, enforceable at law or equity, except the right to hope, dignity, and a second chance.
4. The cost of publication shall be borne by the Department of Health and Human Services, which has very fine printers.
