Section I – On the Purpose of the Imperial Campaign

Across the vast digital provinces of the realm, shadowy cyber-barbarians and electronic tricksters lurk within the dark corridors of the internet. These villains plunder the fortunes of hardworking American families, drain the life savings of retirees, and attempt to ensnare the youth of the Empire through sinister schemes.

Their weapons are many: ransomware plagues, malware curses, phishing nets, financial fraud, impersonation, and the most disgraceful practice known as “sextortion.”

These acts are often coordinated by powerful Transnational Criminal Organizations—vast cyber cartels operating like criminal empires of their own. In some distant lands, corrupt regimes quietly tolerate or even aid these digital marauders, fueling a shadow economy built on stolen identities, coercion, forced labor, and human trafficking.

Therefore, the policy of the American Empire shall be clear:
The United States will fortify its digital walls, defend its citizens, and strike back against cyber attackers through law enforcement, diplomacy, and, where necessary, decisive offensive cyber power.

Section II – The Great Hunt for Scam Centers

The High Council of the Empire—including:

• Marcus Diplomaticus Rubio, Grand Envoy of Foreign Realms
• Aurelius Bessentius the Treasurer, Keeper of the Imperial Treasury
• General Petrus Hegsethus, War Tribune of the Republic
• Justitianus Bondius, Supreme Prosecutor of the Realm
