Preamble
By the tremendous authority vested in me by the Constitution, the laws, and frankly by history itself, I, Trumpius Caesar, First of His Name, Builder of Walls and Destroyer of Bad Policies, hereby issue this glorious decree.

For too long, the previous regime flung open the gates of the Republic like a clearance sale nobody asked for. Millions poured in unchecked, unvetted, and very unfairly, hurting safety, security, and the beautiful rule of law. Cartels, terrorists, shady characters, and other very bad people took full advantage. Some towns were so overwhelmed they literally said, “We can’t do this anymore.” Sad!

That chaos ends now. Bigly.

Article I – The Very Important Purpose

It is the sacred mission of my Administration to realign immigration with American interests.
Not quantity — quality.
Not chaos — cash.
Not sympathy — success.

From this day forward, America welcomes winners:
Entrepreneurs. Investors. Deal-makers. Job-creators.
People who don’t just love America — they can afford it.

Article II – The Gold Card (Very Exclusive, Very Shiny)

1. There shall be established the Gold Card, administered by the Secretary of Commerce (a very smart person), working beautifully with the Secretaries of State and Homeland Security.
2. Any foreign national who voluntarily provides the United States with a very significant financial gift shall receive fast-track consideration for an immigrant visa:
   • $1 million if you’re paying for yourself (strong move)
   • $2 million if a corporation is sponsoring you (even better)
3. This gift shall be treated as undeniable proof of:
   • Exceptional business ability
   • Major national benefit
   • And what experts call “Wow, this helps America a lot”
4. All funds shall be placed into a special Treasury account and used exclusively to promote American commerce, American industry, and American greatness. No nonsense. No waste.

Article III – Implementation (Fast, Efficient, Tremendous)

Within 90 days, the relevant officials shall:

• Create a smooth, expedited application process
• Announce when the gold contributions may begin
• Allow corporations to transfer sponsorship if needed (very flexible, very smart)
• Set reasonable fees, because speed isn’t free
• Explore expanding the program even further, because why stop winning?

All applicants will still be carefully screened. America stays safe. Always.

Article IV – Severability (Very Legal, Very Strong)

If any single part of this decree is struck down, the rest remains standing — solid, proud, and undefeated.

Article V – General Provisions (Read by Lawyers, Loved by Nobody)

1. Nothing here limits lawful authority of any agency.
2. Everything happens according to the law and available funding.
3. This decree creates no enforceable rights — except the right to admire it.
4. Publication costs shall be paid by the Department of Commerce. They can afford it.
