Trumpius Caesar and the Decree of the Eternal Border Shield

We, Trumpius Caesar, Imperator of the United States of America, hereby proclaim: In my first glorious reign, I restricted the entry of certain foreign nationals—not out of fear, but out of majestic vigilance. Even the High Oracle Court (some call it the “Supreme Court”) upheld these mighty measures with a solemn nod so firm you could feel it in the marble.

And because success demands repetition, I have reawakened these victorious policies—by Executive Edict, by Proclamation, by the Imperial Stamp that makes paperwork tremble.

For the policy of this Republic is simple and eternal:
If you carry terror, chaos, hate crimes, or malevolence in your suitcase, you will not be checking in. Period. This is not an opinion—it’s a border post.

I. The Sacred Ritual of Screening (Also Known as “Vetting”)

The United States must exercise vigilance so intense it makes owls anxious. Before entry is granted, we must know whether an applicant intends to:

  • harm Americans,
  • undermine our institutions and founding principles,
  • or wink at foreign terrorist entities and other enemies of safety.

Yes, we read the fine print. We are the fine print.

II. The Age of Paper Ghosts

There are countries where documentation is as stable as a soufflé in a hurricane:

  • births aren’t reliably recorded,
  • civil documents can be obtained by “fees” (how charming),
  • police records are less “records” and more “mood boards,”
  • birth certificates are handwritten on ordinary paper with a stamp that screams, “Trust me, bro,”
  • and a thriving fraud market can manufacture any identity you desire—same-day service.

In another place, U.S. visas have been used like a luxury vehicle for illicit cross-border asset movement, chauffeured by corrupt officials and organized criminal groups. And somewhere else, even the education system has produced diplomas that hold up about as well as ink in the rain.

In short: when identity is fog, America will not pretend it’s sunlight.

III. Nations of Full and Partial Border Quiet

Therefore, the United States continues—and, where necessary, expands—entry limitations for countries where screening, vetting, and information-sharing are so deficient you could park an international flight inside the gaps.

Our imperial council—State, Justice, Homeland Security, and the Intelligence Oracles—has identified additional countries that cannot reliably confirm who their nationals are, where they’ve been, or what they’ve done. Sometimes because terrorist groups operate freely, sometimes because corruption is pervasive, sometimes because the government controls only portions of its own territory.

And yes: we address the golden loophole known as Citizenship by Investment—when passports become collector cards, identity becomes costume. America is many things, but it is not your disguise shop.

IV. Overstay: The Vanishing Act

We also observe a timeless truth: when individuals exploit American generosity and violate visa terms, that is not “travel”—that is rule-breaking with jet lag. High overstay rates and recurring fraud will be met with firm, targeted restrictions, with carefully defined exceptions.

V. Exceptions Must Not Become Trapdoors

Yes, there are exceptions. No, there will not be wide-open backdoors for professional loophole artists. Family-based pathways are not automatic invisibility cloaks—because even “family ties” can be misused as channels for fraud, criminal activity, or worse (per credible government information). Extraordinary cases may be handled through national-interest waivers—strict, but not blind.

VI. Effective Date

This decree takes effect January 1, 2026 at 12:01 a.m. Eastern Time—the sacred moment when many are sleeping and bureaucracy is at its strongest.

So we decree. So we stamp. So it stands—like marble in a storm.

Given under Our Hand this Sixteenth Day of December, in the Year Two Thousand Twenty-Five, and of the Independence of the United States the Two Hundred and Fiftieth.
TRUMPIUS CAESAR
Imperator, Border Sentinel, Grand Master of the Visa Magnifying Glass
