Trumpius Caesar Declares Absolute Border Security for the American Realm

Imperial Executive Decree of Trumpius Caesar Maximus

On the Absolute Protection of the American Realm from Criminal Forces, Shadowy Actors, and Other Threats to Tremendous Safety

By the unquestionable authority vested in me by the Constitution, the Founding Fathers, the Bald Eagle, and frankly by common sense, I, Trumpius Caesar Maximus, Imperator of the United States of America, Builder of Walls, Keeper of Borders, and Defender of the People, do hereby issue this most powerful and necessary decree:

 

Section I – The Supreme Doctrine of American Safety

It is the unshakable policy of the United States of America to protect its citizens, its borders, its values, and its beautiful way of life from criminal actors, both foreign and domestic, known and unknown, visible and sneaky.

These criminal actors include, but are not limited to, individuals with serious criminal histories who have entered or remained in the United States in violation of our immigration laws, ignored our rules, disrespected our greatness, or otherwise behaved very badly.

At the same time, America—under my very strong leadership—will work with trusted allied nations to exchange information on convicted felons. This exchange shall be fair, reciprocal, and extremely effective, because America believes in cooperation—but only with respect.

The mighty Department of Homeland Security, the front-line guardians of our borders, shall:

  • Stop illegal entries,
  • Block dangerous goods, narcotics, and illegal weapons,
  • Detect and intercept terrorists, smugglers, traffickers, and anyone else trying to harm the United States.

To accomplish this mission, DHS shall access criminal history records to the maximum extent permitted by law—and believe me, we will use every inch of that extent.

 

Section II – Sharing the Records of the Guilty

The Attorney General of the United States, acting in the interest of national safety and American greatness, shall provide DHS with access to all relevant criminal history information maintained by the Department of Justice, as permitted by law and guided by common sense.

 

Section III – Exchanging Felony Records with Trusted Nations

(a) The Secretary of Homeland Security, a very important job, may exchange criminal history record information with:

  • Visa Waiver Program countries,
  • Nations that have entered serious crime prevention agreements with the United States,
  • Other trusted allies who respect our borders and our laws.

This information shall be used solely for screening travelers and immigrants seeking entry—nothing more, nothing less.

(b) All exchanges shall be strictly reciprocal, governed by bilateral or multilateral agreements, and include appropriate safeguards to protect the privacy of American citizens, because Americans come first. Always.

 

Section IV – Very Important Legal Clarifications

(a) Nothing in this decree shall interfere with:

  • The lawful authority of any executive department or agency, or
  • The mysterious but powerful budgetary functions of the Office of Management and Budget.

(b) This decree shall be implemented consistent with applicable law and subject to available funding—although we all know security is priceless.

(c) This decree creates no enforceable rights, benefits, or causes of action—this is about protection, not paperwork.

(d) The cost of publishing this decree shall be proudly borne by the Department of Homeland Security.
