Trumpius Caesar and the Legionnaires of Digital Glory

IMPERIUM AMERICANUM — September VIII, MMXXVI

And so it came to pass in the magnificent reign of Imperator Donaldus Trumpius Maximus, Conqueror of Paperwork, Protector of the Golden Database, Commander of the Magnificent Legions, and Supreme Administrator of Things That Should Have Been Digitized Twenty Years Ago.

A terrible message had reached the Imperial Palace.

America's veterans were waiting.

WAITING!

These were men and women who had served the Empire, crossed oceans, commanded tanks, flown aircraft, sailed mighty fleets, guarded distant outposts, and occasionally operated machinery whose instruction manual began with the words CLASSIFIED — DO NOT PHOTOCOPY.

Yet after surviving military service, they encountered an enemy more terrifying than anything on the battlefield:

Federal bureaucracy.

Trumpius Caesar was outraged.

“Our veterans defeated America's enemies,” the Emperor reportedly thundered before breakfast. “They should not have to defeat three federal agencies, seven databases, fourteen passwords, and a PDF created during the Bush administration just to receive their benefits. Terrible! Possibly barbaric!”

And thus the Imperial Order was proclaimed.

I. The Battle of Formularium Ends!

For generations, the mighty Departmentum Belli Maximus possessed military personnel and medical records.

Meanwhile, the equally mighty Departmentum Veteranorum Beneficiorum needed those very same records.

This appeared to be an excellent arrangement.

There was only one tiny problem:

The two departments had to exchange them.

In Washington, this apparently ranked somewhere between nuclear fusion and establishing diplomatic relations with Mars.

Therefore Trumpius commanded that within 180 days, modern information systems, policies, and procedures shall be established so military personnel files and medical records can flow permanently and continuously between the imperial departments.

Not by carrier pigeon.

Not by fax.

Not on a CD-ROM labeled with a Sharpie.

And definitely not through a spreadsheet called:

VETERANS_FINAL_NEW_FINAL2_ACTUALFINAL.xlsx

No!

The records shall travel digitally.

Automatically.

Continuously.

The imperial administrators stared at Caesar in disbelief.

“Ave, Trumpius!” they cried. “You demand interoperability!”

“Of course I do,” replied the Emperor. “Nobody knows interoperability better than me. Tremendous word. Very powerful.”

II. Artificial Intelligence Enters the Empire

But Trumpius demanded more.

Within 180 days, the Imperial Government shall unleash Artificialis Intelligentia, the mysterious new technology that Washington believes can simultaneously eliminate paperwork, process applications, recommend careers, modernize government, balance budgets, and possibly discover who keeps leaving empty coffee pots in federal break rooms.

New digital tools shall streamline veterans' access to the benefits they earned through military service.

Healthcare?

There.

Benefits?

There.

Training?

There.

Employment opportunities?

Also there.

Trumpius reportedly named the concept:

“One Veteran. One Portal. One Magnificent Login.”

An imperial technology adviser cautiously raised his hand.

“Caesar, for this to work, all the systems would need to communicate with one another.”

Silence fell across the palace.

A procurement officer fainted.

Somewhere in Virginia, an Oracle consultant suddenly sensed a disturbance in the Force.

III. The Thirty-Day Offensive

Then came the truly revolutionary command.

Within 30 days, the Departmentum Belli must ensure that when a service member leaves the Armed Forces, personnel files, health records, and treatment records are immediately shared with the veterans administration.

Immediately.

A dangerous word in Washington.

Historically, the federal definition of “immediately” has ranged anywhere from “next Tuesday” to “following completion of the interagency working group's final preliminary consultation draft.”

Trumpius would tolerate no such nonsense.

“Immediately means immediately!” Caesar proclaimed. “Not after a fax. Not after seventeen signatures. Not after somebody creates a SharePoint site nobody can access.”

Thus began the legendary Battle of API Gateway, where brave IT legionnaires marched against legacy databases, incompatible formats, expired certificates, proprietary interfaces, forgotten administrator accounts, and applications originally developed by programmers who are now enjoying retirement in Florida.

IV. The Great Imperial Contract Tribunal

Within 120 days, existing technology contracts must also face imperial judgment.

The War Department shall gather with the Department of Veterans Affairs, the Department of Health and Human Services, and the fearsome bureaucratic powerhouse known as the Officium Managementum et Budgetum.

Together they shall review relevant contracts and modify them where legally possible.

The Imperial demand is astonishingly radical:

Future systems must actually work with other systems.

Panic immediately spread through Washington.

Software vendors summoned their lawyers.

Consultants opened PowerPoint.

Project managers created steering committees.

Architects drew enormous diagrams containing boxes, clouds, cylinders, and arrows that seemed to point everywhere except toward an actual solution.

And somewhere inside a government data center, an Enterprise Architect whispered:

“Interoperability…”

He had heard legends of it.

But he had never seen it.

V. Operation Jobus Maximus

Trumpius Caesar, however, was not satisfied merely with defeating the Great Database Monster.

Veterans also needed jobs.

And preferably before leaving active military service.

The Transition Assistance Program and other workforce initiatives shall therefore be updated so departing service members can be connected with specific open positions matching their skills, interests, and career goals.

A tank commander might receive:

Recommended occupations: Logistics Director, Operations Manager, or Executive Vice President of Making Things Move.

A military intelligence analyst:

Cybersecurity Specialist, Risk Analyst, or Person Who Knows Why Everyone Should Stop Clicking Suspicious Links.

A Sergeant Major with twenty-five years of leadership experience:

LinkedIn recommendation: Junior Assistant Team Coordinator.

Upon seeing this result, Trumpius reportedly ordered the algorithm investigated for treason.

Veterans may alternatively enter technical education, employment programs, training opportunities, or registered apprenticeships.

And representatives from Federal, State, or local government shall help them navigate healthcare, disability benefits, home loans, education, and employment assistance.

In other words, the veteran should no longer wander from agency to agency like Odysseus with a Social Security number.

The government should come to the veteran.

Washington experts immediately classified the idea as experimental technology.

VI. The Magnificent Legal Finale

Naturally, every great imperial decree eventually reaches America's most sacred literary tradition:

the legal disclaimer.

Nothing shall interfere with existing statutory authorities.

Everything must comply with applicable law.

Implementation depends upon available appropriations.

And the decree itself creates no independently enforceable legal right or benefit.

Thus Trumpius Caesar dramatically opened the Golden Gates of Administrative Modernization while several imperial attorneys stood nearby explaining that nobody should interpret the opening of said gates as legally guaranteeing that any particular gate would actually be open.

There was even one final question:

Who pays for publishing the order?

The Department of Veterans Affairs.

Because even when Caesar is transforming the Federal Government, somebody still has to pay the printing bill.

And so spoke Donaldus Trumpius Maximus, Imperator Digitalis, Patronus Veteranorum, Destructor Formularum, Dominus Databasarum, and Pontifex Maximus of the Interoperable Interface:

“Our veterans served America. Now America will serve them. Faster. Smarter. Digital. With tremendous AI. And preferably without a fax machine.”

The Senate applauded.

The veterans waited hopefully.

The IT departments opened 47 new tickets.

The consultants scheduled a kickoff meeting.

And somewhere beneath a federal office building, a server installed in 2003 began blinking nervously.
