"The numbers are troubling, Caesar."
"How troubling?"
"Our exports have collapsed by more than eighty percent."
The room froze.
Not because of the economics.
Because everyone suddenly imagined a liquor store somewhere selling bottles from every nation except Americum.
Trumpius Caesar stared toward the northern horizon.
"So Maplelandia welcomes wine from Europa, Nipponia, Australis, and every vineyard under Jupiter's heavens..."
"Correct."
"...but not ours."
"Correct."
"...and they call this fair?"
The Chancellor quietly shook his head.
The Emperor smiled.
That smile terrified everyone.
It was the famous smile historians later described as:
"The smile that usually costs someone fifty percent."
Within moments, Imperial Treasurer Tributius Maximus arrived carrying the Sacred Book of Tariffs.
"What tribute does Imperial law permit?"
The Treasurer adjusted his spectacles.

Trumpius Caesar leaned back.
"Beautiful."
"So... we proceed?"

"They removed the Empire's finest beverages from their shelves!"
Boos echoed through the streets.
"They discriminated against our merchants!"
More boos.
"They insulted the sacred bourbon!"
Now people were visibly offended.
Trumpius Caesar raised one imperial finger.
"Then let every shipment arriving from Maplelandia receive the warmest Imperial welcome imaginable..."
He paused dramatically.
"...a magnificent fifty-percent tribute."
The crowd exploded.
Trumpets sounded.
Fireworks erupted.
Several accountants burst into tears for entirely professional reasons.
North of the border, meanwhile, absolute confusion reigned.
A merchant scratched his head.
"So... we removed American whiskey..."
"Correct."
"...and now our exports cost more?"
"Apparently."
"Was that part of the strategy?"
"What strategy?"

Trumpius Caesar laughed.

He spread his arms dramatically.

Trumpius Caesar nodded thoughtfully.
