Trumpius Caesar Builds the Great Diaper Wall

There was great commotion throughout the glorious Empire of Trumpia.

Imperial trumpets sounded. Officials hurried through marble corridors. Border guards polished their stamps. Somewhere deep inside the Department of Homelandus Securitus, a bureaucrat reportedly opened a 900-page binder titled Things We Must Now Check.

Trumpius Caesar Magnus had issued another decree.

This time, the Emperor's attention had fallen upon what the palace calls birth tourism: foreign nationals allegedly entering the United States on temporary nonimmigrant visas specifically to give birth on American soil.

To Trumpius Caesar, this was unacceptable.

Citizenship, according to the Imperial Palace, is among the greatest inheritances America can bestow. It is not supposed to function like a hotel loyalty program:

Stay seven nights, receive continental breakfast, free Wi-Fi, and one complimentary passport opportunity.

Thus Caesar raised his golden pen.

The age of the Birth Tourism Express, he proclaimed, must end.

Operation Diaper Wall

According to the Imperial Order, birth-tourism businesses allegedly advertise American childbirth packages abroad, promising clients everything from specialized accommodations to future immigration advantages.

Trumpius Caesar immediately recognized what his imperial imagination considered an entire shadow economy of strollers.

And so the Empire launched what court satirists have unofficially named:

Operation Diaper Wall.

Its mission is simple:

Protect the visa system from becoming a maternity travel agency.

Across the imperial frontier, officers of Borderius Maximus are now imagined examining luggage with unprecedented strategic seriousness.

"Purpose of your visit?"

"Tourism."

"Wonderful. What would you like to see?"

"The Grand Canyon."

"Excellent."

"And perhaps Miami."

"Very nice."

"And approximately Thursday afternoon, the maternity ward."

The officer slowly lowers his sunglasses.

"Interesting itinerary."

Birth Vacation Deluxe

According to Caesar's decree, operators facilitating birth tourism can allegedly coach customers on how to misrepresent the purpose or duration of their trips when applying for visas or speaking with border officials.

In Trumpius mythology, naturally, this produces an entire luxury travel industry.

Welcome to:

BABY EAGLE IMPERIAL HOLIDAYS

The imaginary brochure practically writes itself:

Seven nights in sunny California!

Airport transportation!

Luxury maternity accommodation!

Optional hospital package!

Commemorative bald-eagle onesie!

Complimentary stroller parking!

And absolutely no awkward questions about why your "two-week beach vacation" requires seventeen newborn outfits.

Caesar was reportedly unimpressed.

"Very bad tourism," the imperial chroniclers imagine him declaring. "Probably the worst tourism. Nobody tours like this. Tremendous luggage, though."

Tourist Visa Maximus

The central principle of the decree is comparatively straightforward beneath all the imperial marble: temporary visa categories should be used for their legally intended purposes.

Study visas are for study.

Temporary employment visas are for temporary employment.

Tourist visas are for tourism.

They are not, according to the Emperor's new doctrine, supposed to become Citizenus Baby Bonus Maximus.

For Trumpius Caesar, the matter therefore becomes one of imperial integrity.

If somebody enters temporarily while deliberately pursuing permanent immigration-related advantages through birth tourism, Caesar argues that the temporary system itself is being exploited.

And nothing irritates an emperor quite like somebody finding a loophole before he has personally placed a golden gate in front of it.

Enter the Imperial Visa Legions

Trumpius Caesar has delegated significant implementation authority to two mighty figures of the realm:

Secretary Diplomaticus Maximus of State and Secretary Homelandus Borderius Ultimus.

They are empowered to update rules, policies, operational guidance, and other measures needed to implement the decree within existing legal authority.

In less imperial language:

There may be paperwork.

A magnificent amount of paperwork.

Potential actions described in the order include denying visas or travel authorization, preventing entry, revoking authorization, removing certain foreign nationals, imposing permanent entry bars in applicable cases, and acting against organizations or individuals facilitating birth-tourism schemes.

Thus emerges the most feared fighting force in all Trumpia:

The Imperial Form Legion

Its warriors do not carry swords.

They carry clipboards.

Its cavalry does not ride horses.

It operates appointment systems.

Its ultimate weapon is not the catapult.

It is the sentence:

"Your documentation appears incomplete."

Entire civilizations have trembled before less.

The Imperial Pacifier Index

Naturally, imperial satirists immediately developed a completely fictional security system for detecting suspicious maternity tourism.

It is known as the Imperial Pacifier Index.

One pacifier: probably harmless.

Three pacifiers: routine family travel.

Six pacifiers: additional questions.

Ten pacifiers plus portable bottle sterilizer: eyebrow raised.

Twelve pacifiers, two strollers, thirty newborn outfits and a hospital bag labeled "Miami Vacation": summon Centurion Borderius.

None of this, obviously, appears in the actual decree.

But give bureaucracy enough time and somebody will eventually invent a form.

Probably Form B-ABY-1776.

In triplicate.

Caesar Still Keeps an Exception Gate

Despite the thunderous imperial rhetoric, the order also contains exemptions.

The Secretary of State or Secretary of Homeland Security may exempt foreign nationals on humanitarian grounds or when their entry is considered to be in the national interest.

Even Trumpius Caesar, therefore, has not commanded every pregnant visitor approaching the frontier to be greeted by twelve centurions and a suspicious pediatrician.

The policy is aimed specifically at birth tourism as defined by the order—not pregnancy itself.

That distinction may lack the dramatic grandeur of Operation Diaper Wall, but even an empire requires footnotes.

The Great Imperial Diaper War

Supporters of Caesar's approach will undoubtedly describe the decree as common sense: temporary visa classifications should not deliberately be manipulated for purposes fundamentally inconsistent with the reason admission was granted.

Critics, meanwhile, will scrutinize implementation, legal consequences, enforcement practices, and how officials distinguish genuine temporary visitors from prohibited birth-tourism arrangements.

Trumpius Caesar?

He already appears to have reached his imperial conclusion.

The eagle has landed.

The border stamp has descended.

And somewhere, an imaginary travel agency is urgently redesigning its brochure from:

"American Birth Vacation!"

to:

"Completely Ordinary Extended Wellness Journey With Absolutely Nothing Unusual Happening Around Week 39."

The Imperial Verdict

Trumpius Caesar Magnus has therefore opened another front in his endless campaign to transform immigration enforcement into something resembling a Roman epic written by customs officers.

His message is unmistakable:

American citizenship, in the philosophy of the Imperial Palace, is not merchandise.

It is not a vacation upgrade.

It is not the complimentary dessert at the end of a luxury maternity package.

And it certainly does not come with hotel points.

Whether the decree destroys the birth-tourism industry, sends it searching for new loopholes, or merely creates history's most nervous airport conversations remains to be seen.

But one thing is certain in the Empire of Trumpia:

When Caesar sees a loophole, he does not merely close it.

He surrounds it with marble columns, posts Borderius Ultimus outside, creates seventeen forms, declares victory from the palace balcony—and then sends the publication bill to the Department of Homelandus Securitus.

Ave Trumpius. Ave paperwork. And may your tourist itinerary always survive imperial inspection.
