How the Emperor Ordered the Chesapeake to Become Cleaner — and Told the Rain to Stop Sending Invoices

Some problems are handled with policy, agencies, committees, and years of painfully sober government work.

Other problems are handled by Donaldus Trumpius Maximus Caesar, Emperor of America Magna, Protector of the Wallet, Destroyer of Administrative Overhead, and now, apparently, Supreme Guardian of the Chesapeake Bay.

On September 16, in the glorious imperial year 2026, Trumpius raised the golden pen and signed another magnificent decree.

Its mission was clear:

cleaner water, less bureaucracy, more efficiency, fewer administrative costs — and, above all, the destruction of one of the most terrifying threats ever faced by the American household:

the rain tax.

Yes.

The rain tax.

Somewhere in the Empire, water had apparently fallen from the sky, touched a roof, entered a drainage system, and — scandalously — somebody had decided that managing all of this might cost money.

To Trumpius Caesar, this was obviously unacceptable.

Rain comes from the heavens.

The heavens do not send invoices.

Therefore, according to the sacred economic doctrine of the Palatium Trumpianum, neither should local government.

A simple principle.

Possibly the greatest principle ever developed about precipitation.

Obamius and the Ancient Scroll of Confusion

The source of the imperial outrage was traced back to the distant reign of Emperor Obamius I, who in 2009 issued an ancient scroll known among the bureaucratic priesthood as Executive Order 13508.

According to the Trumpius court, this document contained broad and confusing language so dangerous that states and municipalities later used it to justify stormwater management fees.

Thus, Trumpius did what great Caesars do when confronted with an old policy document they dislike.

He abolished it.

Not the rain.

The paperwork.

And immediately, the Empire rejoiced.

Six Officials, One Bay, and a Sacred Command: Do Something Measurable

The imperial court then summoned its highest officers.

The Agricultural Tribune.

The Commerce Prefect.

The Homeland Guardian.

The Minister of the Interior.

The mighty Secretarius Belli.

And, of course, the environmental priesthood of the EPA.

Their order was simple:

stop spending federal money on activities that produce paperwork, meetings, frameworks, sub-frameworks, strategic alignment documents, and PowerPoint decks containing phrases such as “integrated watershed stakeholder synergy.”

Spend it instead on projects that actually improve the water.

A shocking idea.

Across Washington, several administrative binders reportedly trembled.

Trumpius wants projects where people can eventually point at the Chesapeake and say:

“That is cleaner.”

Less nutrient runoff.

Less sediment.

Better restoration.

More money on the ground.

Less money disappearing into conference rooms where twelve officials discuss how to schedule the next conference.

The Emperor Discovers Efficiency

The court also proudly announced that the Environmental Protection Agency has already consolidated assistance agreements, reduced overhead, restructured funding, and pushed more money toward direct projects.

Under an ordinary administration, this would be described as administrative streamlining.

Under Trumpius Caesar, it becomes a civilizational triumph.

Others might say:

“We reduced overhead.”

Trumpius says, in spirit:

“We defeated overhead. Nobody has ever defeated overhead like this. Very powerful overhead. Gone.”

And naturally, because no Trumpius proclamation can remain focused on a single subject for long, the Chesapeake soon finds itself sharing the imperial stage with cars, farmers, repair rights, environmental regulation, household costs, and the eternal struggle against people who enjoy writing rules.

From the Chesapeake to the Car Dealership

The imperial scribes therefore remind the population of Trumpius’ previous victories.

There were changes to vehicle efficiency standards.

There were sweeping deregulatory moves.

There were announcements defending farmers who repair their own equipment.

There were further proclamations celebrating Americans who wish to repair their own vehicles.

All of these are now woven into one majestic doctrine:

clean water, affordable cars, repairable tractors, and fewer forms.

A governing philosophy so broad that it can begin with a river basin in Maryland and somehow arrive at a diesel pickup truck before lunch.

This is not policy coordination.

This is imperial multitasking.

The New Water Order of America Magna

The final message from the Palatium is unmistakable.

Every federal dollar must be watched.

Every program must produce results.

Every agency must justify its existence.

Every administrator must fear the golden pen.

And every drop of rain shall remain gloriously free to fall from the sky without first registering with the Department of Precipitation Revenue.

Whether the Chesapeake Bay itself is impressed by this new imperial order remains uncertain.

Bodies of water have the unfortunate habit of ignoring press conferences.

They do not read fact sheets.

They do not attend rallies.

They rarely applaud.

But in the Empire of Donaldus Trumpius Maximus Caesar, nature is eventually expected to understand one simple rule:

If the Emperor says the water is cleaner, then the water is cleaner.

And if the Bay somehow disagrees, another Fact Sheet can always be issued tomorrow declaring:

Nobody has ever seen cleaner water. Possibly the cleanest water in the history of water.
